Electric vehicle (EV) charging stations are available on the Rider University campus. Faculty, staff, students, and approved visitors that have received a Liberty Plugins PIN NUMBER may use these stations to charge their hybrid/electric vehicles.

In August 4 2025, Rider University implemented a managed electric vehicle charging system through Liberty Plugins in order to offer a robust and reliable charging experience for our Rider community. This is a paid charging service that serves the growing needs of our current and future EV drivers. 

Charging Details & Fees

Charging will be available at $0.15 per kWh starting September 1, 2026. To use the charging stations, a NEW Liberty Plugins account is required. This will allow you to fund a virtual wallet to initiate charging sessions for your vehicle. A monthly wallet fee of $5.00 per user will apply to cover administrative costs to help maintain and improve a robust EV charging system. You won't incur overtime charges, but you will receive alerts to remind you to move your vehicle after four hours at the charger, or less if charging is complete, ensuring fair access for everyone.

This policy defines the valid use of electrical charging stations on campus, subject to New Jersey law and the following:

Overview and Permitted Use

For the purposes of this policy, the term “Electric Vehicle” means a motor vehicle that is:

1. Propelled at least in part by electric motor and power electronics which provide acceleration torque to the drive wheels sometime during normal vehicle operation; and

2. Draws electricity from a battery or hydrogen fuel cell that is capable of being recharged from an external source of electricity, and such external source of electricity cannot be connected to the vehicle while the vehicle is in motion.

For the purposes of this policy, the term “Electric Vehicle Charging Station” means the equipment needed to convey electric power from the electric grid or another power source to an onboard motor vehicle energy storage system.

Parking spaces designated for the exclusive purpose of charging an Electric Vehicle at an Electric Vehicle Charging Station are clearly identified with conspicuous and permanently installed above grade signs positioned above theparking space surface. Electric Vehicle Charging Stations are only for Electric Vehicle charging.

Only current Rider faculty, staff and students who have created an Electric Vehicle charging account and have registered their Electric Vehicles with the Office of Sustainability are permitted to use Electric Vehicle Charging Stations.

Prohibited Use

Parking in electrical charging station stalls is restricted to vehicles actively charging. An Electric Vehicle disconnected from the Electric Vehicle Charging Station for no more than 60 minutes is not a violation of this policy.

An individual may not obstruct, block, or otherwise bar access to a space designated for charging an electric vehicle.

Drivers are prohibited from stopping, standing, idling or parking a non-Electric Vehicle in an Electric Vehicle Charging Station designated for use by Electric Vehicles.

Violations

Owners of vehicles that violate this policy will receive a violation for obstructing, blocking, or otherwise barring access to a space designated for charging an Electric Vehicle. Violations may include but not be limited to, warnings, tickets with a monetary penalty or involvement of Human Resources and the disciplinary process.
