Report an Incident

Parking is available in assigned, well-lighted areas on Rider University campus for students, faculty, staff, visitors and guests. To help ensure everyone’s safety and to facilitate parking for all, members of the University community are encouraged to familiarize themselves with Rider’s parking regulations and enforcement as described below.

Parking permits

Students, faculty and staff must register their vehicles with the Department of Public Safety. Public Safety is open 24 hours a day, seven days a week, and can be reached at 609-896-5029.

Hangtags for Fall 2026 will be available for purchase on August 3, 2026 and Spring 2027 hangtag dates will be announced soon. All hang tags must be hung from the rearview mirror with the information clearly displayed. All other parking permits issued by the department must be displayed clearly on the dashboard.

Student parking permits:

All undergraduate, graduate, residential and commuter students must purchase a parking permit in order to have a car on campus.

To apply online for your student parking pass:

  1. Create a new Nelnet account, or sign into an existing Nelnet account. (Please note, Nelnet does not use RiderKey credentials.)
  2. Parking Permit Links:
    • AY 2026-27 Commuter Students (full year)
    • AY 2026-27 Resident Students (full year)
    • Fall 2026 Commuter Students
    • Fall 2026 Resident Students
  3. Go to the Shopping Cart. Check the box to agree to the terms of service, then click "CHECKOUT". On the following screen, enter your billing information and select a payment method (ACH or credit card). Click "CONFIRM" to complete the transaction.

Students may pick up their new parking decal at the Department of Public Safety, located in West House at the south entrance of campus. The office is open Monday through Friday, from 8:30 a.m. to 8 p.m. Please bring your Rider ID, driver’s license, and current auto insurance and registration cards to pick up your decal.

Faculty and staff parking permits:

Vehicles must be registered with the Department of Public Safety. Please download a vehicle registration form (PDF). Print out your completed form. Bring this form along with your Rider ID, driver’s license and current auto insurance and registration cards to pick up your decal.

FAQs

Beginning in fall 2023, Rider will charge a parking fee for all students who park a car on campus, including undergraduate, graduate, residential and commuting students. The cost of maintaining parking lots and traffic signage is significant. The new rate, which aligns with those of our peer institutions, will provide funding for parking lot maintenance and upgrades across campus.

Yes, parking on Rider University property is by permit only for students. Parking permits will be valid only for the academic year identified on the permit.

Permits are $250 for the full academic year, $125 for half the academic year, $20 for one Summer Session and $40 if you attend both Summer 1 and 2 Sessions.

Because the New Jersey Division of Taxation requires New Jersey colleges and universities to collect New Jersey state tax on parking fees charged to students who live off-campus, New Jersey sales tax will be added to the cost of the fee for commuting students.

Beginning in August, students will be able to purchase their parking permit online. (Incoming Fall 2025 students eligible for a free parking waiver through the Early Action admission program should reach out to admissions@rider.edu for further instructions.)

Permits will be available for pick up at the beginning of the fall semester at the Public Safety office.

If you received a parking fee waiver, it begins in the fall of any given academic year and is valid for the fall and spring semester during the same academic year. A student who begins enrollment in the spring or does not have a vehicle until spring will be able to use their waiver for the spring semester only.

Parking regulations and enforcement

The operation of a motor vehicle on campus is a privilege which may be withdrawn by the University for failure to comply with regulations enforced by the Department of Public Safety. These regulations apply at all times to members of the University community including students, faculty, staff, administrators, visitors and guests.

Parking is prohibited in fire zones and on campus roadways except as otherwise designated.

Students may be granted temporary access to park near a building for loading and unloading purposes only. Please contact Public Safety at (609)-896-5029 to advise them of your request for temporary parking near your residence hall and you will be given a 15 minute grace period.

The Department of Public Safety may limit or alter on-campus parking and traffic flow in the event of an incident, emergency or campus event.

Please note that Rider University assumes no responsibility for the care of, protection of, or damage to any motor vehicle or its contents at any time it is operated on, parked on, or removed from University property.

Please familiarize yourself with the Rider University Vehicle Policy (PDF) and parking assignments.

Please note the following:

  • Temporary state placard applications are available at municipal police departments. The application requires a doctor’s signature and a small fee. Resident students should indicate their Rider address on the application. Keep in mind that temporary placards are only valid until their date of expiration.
  • Gated lots are accessed as designated via your Rider ID.
  • Any change in the license number of a registered vehicle during the academic year must be reported to Public Safety by the registrant.
  • Temporary parking permits may be obtained from Public Safety for guests and for an unregistered vehicle when a registered vehicle is unavailable due to repairs or other reasons. Temporary permits are to be displayed on the driver’s side of the dashboard. There is no fee for temporary permits which may be issued for a maximum of 7 days. Extenuating circumstances may be approved by the Director of Public Safety.
  • Freshman residents are permitted to obtain one temporary parking pass per semester (not to exceed 3 days) for temporary use of a vehicle. No additional temporary parking passes will be issued to that student without prior consent from the Director of Public Safety.
  • Lost or stolen hang tags or temporary parking permits must be reported to Public Safety. They will be invalidated and new ones will be issued.
  • Designated handicapped accessible spaces are interspersed throughout the parking lots. The applicable license plate or hang tag issued by a state Department of Motor Vehicles is required for these spaces. Faculty, staff or students with handicapped license plates or state-issued hang tags also still must register their vehicles with the Department of Public Safety.
  • Passenger pick up/drop off points are designated in the Fine Arts Circle, in front of Moore Library and the Bart Luedeke Center, and in the residential complex. These areas are designated for this purpose only. Unattended vehicles in these pick up/drop off areas and on roadways are subject to ticketing and towing at any time.

Traffic Ticket Appeals

If you believe that a ticket may have been inappropriately issued, you may seek to have it reviewed administratively. This review is initiated by completing a Traffic Ticket Appeal form which must be submitted via email within 15 days of the issuing of the citation. All reviews are conducted by a Traffic Ticket Review Board, comprised of representatives of the student body and staff. The decision of the Board is final and is communicated via Rider Email to the person making the appeal.

Questions or concerns about the appeal process may be addressed to: communitystandards@rider.edu.
