This position is located at DOJ, Drug Enforcement Administration, Operational Support Division, Office of Science and Technology, Operations Section, Arlington, VA.

The DEA is conveniently located near the Pentagon City Subway (Metro), the Pentagon City mall and other shopping areas. DUTIES:

Serves as Senior Program Specialist, Fingerprint Program, for DEA. Exercises leadership and provides guidance to DEA laboratories and senior DEA management officials in all aspects of the DEA latent fingerprint analysis support program. Advises responsible Section Chief, the Deputy Assistant Administrator for the Office of Forensic Sciences, field laboratory managers and fingerprint specialists and other officials within the DEA and other Federal, State, and local agencies. Originates studies, and writes plans and procedures for the management of the program and its resources, including manpower, funds, equipment, and facilities for the program. Reports on program performance in the laboratories. Analyzes and reviews output of all aspects of the program to determine efficiency, effectiveness, and responsiveness to DEA requirements, and recommends changes for improvements, as appropriate. Keeps abreast of and utilizes knowledge of all current and proposed programs and developments in fingerprint analysis.

Serves as DEA's primary authority in the specialized field of forensic science involving fingerprint evidence. Provides guidance on technical processes and findings related to fingerprinting. Testifies in court to explain findings and explains the various processes involved in developing latent prints.

Plans, coordinates, and implements fingerprint identification program activities.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the methods used to locate and develop latent prints including the use of powders, chemicals, lights, and other means necessary to produce visible prints.

Skill in testifying in court regarding methods used in obtaining evidence, making comparisons and determining matches.

Knowledge of photographic and digital imaging equipment and software.

Knowledge of the theory, operation and methods used to search unidentified latent fingerprints in an Automated Fingerprint Identification System (AFIS).

ADDITIONAL REQUIREMENTS:

Must be a Certified Latent Print Examiner and passed the certification test offered by the Latent Print Certification Board of the International Association for Identification (IAI) and have attached a copy of the certificate to my application OR must have received formal certification by the Federal Bureau of Investigation, Laboratory Division, as a certified Fingerprint Specialist and have attached that certification to their application.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to GS-13 that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience are serving as the Program Manager over a fingerprint organization, developed new techniques or criteria to identify fingerprints, served as an expert and provided testimony on highly complex, high profile, critical cases of national or international scope.

OTHER SIGNIFICANT FACTS:

Drug testing is required for this position. All non-DEA applicants must complete a drug use questionnaire when applying for this position.
