AGENCY BACKGROUND INFORMATION: The National Capital Revitalization and Self-Government Improvement Act of 1997 established the Court Services and Offender Supervision Agency as a federal agency on August 5, 2000.

The mission of the Court Services and Offender Supervision Agency (CSOSA) is to increase public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the community. The Court Services and Offender Supervision Agency presents our nation’s capital with a unique opportunity to create a new level of offender supervision, which in turn will provide a safer environment for our citizens.

The strategic goals of the Agency are to 1) Establish strict accountability and prevent the population supervised by CSOSA from engaging in criminal activity, and 2) Support the fair administration of justice by providing accurate information and meaningful recommendations to criminal justice decision makers.

DUTIES:
The incumbent is a Management Analyst for the Standards and Compliance Unit and conducts a variety of policy and program analysis activities to measure performance, determine compliance with established policies, assess program effectiveness, and identify service gaps and/or redundancies. Plans and conducts management surveys and audits to evaluate programs ensuring that management policies, practices, and procedures are consistent with strategic goals and objectives of CSOSA. Develops recommendations for improved procedures, and internal and external controls to prevent fraud, waste, and abuse. Conducts case management audits of individual Community Supervision Officers' (CSO) caseloads to determine compliance with established policies and procedures.

Conducts comprehensive operational analyses and management studies to document work processes, identify barriers, redundancies, service gaps; determine discrepancies in policy and practice and evaluate resource allocation.

Works with the Office of Research and Evaluation to refine research questions, design studies and identify data need sources.

Prepares various statistical and narrative reports, charts/graphs to analyze and compare performance and to present study results. Develops project plans and evaluation matrices. Composes correspondence for the signature of a senior manager. Prepares a variety of correspondence giving guidance and direction to staff with respect to the requirements for data collection and reporting.

Presents study results and recommendations to agency senior staff. Prepares and delivers briefings to other specialists and program managers. Interprets and explains policy and procedures to a variety of audiences. May be required to negotiate implementation of recommendations with operating managers or other senior staff.

Writes a variety of manuscripts including written reports or results from research studies, program evaluations, performance and financial audits.

KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to apply basic qualitative and quantitative research methods sufficient to conduct trend analyses, evaluate acceptable measures of performance and identify deviations from the norms.

Ability to conduct interviews with agency officials, observe program operations, and use sound judgement to interpret discussions and report on observations for program analysis and evaluation purposes.

Ability to gather statistical data and information on program or administrative processes, policies and procedures; collaborate on data collection efforts; analyze information, and present findings and recommendations.

Skill in written communications required to prepare various statistical and narrative reports, prepare charts and graphs to compare and analyze performance.

Specialized experience must be reflected in your work history and/ or resume in order to recieve further consideration.

This position requires that the applicant have experience in planning and conducting management surveys and audits to evaluate programs.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position as a Management Analyst. Specialized experience equivalent to GS-12 includes experience in collecting, assembling, and analyzing data necessary to reach conclusions and recommend solutions to issues; selecting appropriate procedures and methodologies based on the issue being addressed; determining the appropriate quantitative and qualitative research methods to reach sound conclusions. Experience also includes conducting comprehensive operational analyses and management studies on all organizational functions as it relates to the structure and alignment, procedures, workflow and other subjects.
