The Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide grant assistance that will support economic growth and poverty reduction in eligible developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. To receive assistance, eligible countries enter into a public agreement (Compact) with the MCC that includes a multi-year plan for achieving shared development objectives, the responsibilities of each country in achieving those objectives, regular benchmarks to measure progress, a multi-year financial plan, and a plan to ensure fiscal accountability for the use of MCA assistance. MCC is listed as one of the top ten best places to work in the Federal government by the Office of Personnel Management's 2006 survey.
The Department of Compact Development manages MCC's relationship with eligible countries and maintains continuous contact with eligible countries for all phases of the relationship until entry-into-force (EIF): initial economic analyses, project development, proposal feasibility studies, compact negotiation and compact implementation. In particular, the Department maintains regular contact with the eligible countries as they undertake the process of identifying their constraints to poverty reduction and economic growth, prioritizing interventions to address these constraints and developing their MCC program proposal. The Department also acts as the coordinator for MCC's appraisal process relating to eligible country proposals and works closely as a team with MCC staff from the Compact Implementation and Legal Departments in carrying out its work. After completion of the country proposal, the Department coordinates compact negotiation and works closely with the country during the program's early phase of implementation (from signing to EIF).
NOTES:
This position is located in the Development Division within the Department of Compact Development (DCD). The incumbent of this position will serve as a Director and the Transaction Team Leader for the Philippines and report to the Managing Director for Compact Development. The Director is responsible for performing a variety of assignments relating to compact development and negotiation with a specific MCC eligible country while based in Washington, DC. During the Compact development and negotiation phase, the Country Director will coordinate the activities of multidisciplinary teams through the proposal development and appraisal process. After the Compact agreement has been executed, the incumbent, if appropriate, will take on a monitoring and oversight role during the compact’s implementation. The incumbent responsibilities include but are not limited to, acting as a resource to the MCC regarding budgeting, finance, and overall compact implementation operations.

DUTIES:
General responsibilities include, but are not limited to, the following:
Providing regular leadership and guidance to the Philippines transaction team, and participate in senior level discussions on compact development in the Philippines.
Taking a lead role in managing MCC's relations with the Philippines.
Monitoring key strategy and policy issues relating to the Philippines and providing the relevant regional Managing Director (and other senior staff, as appropriate) and senior management with concise analysis of these issues, along with considered judgments and recommendations.
Maintaining regular contact and relations with counterparts/partners in United States Government agencies, eligible countries and other entities.
Preparing background, analysis and recommendations for senior management use at meetings, external events.
Assisting in the coordination of other MCC activities and representing MCC with governments, the private sector, nongovernmental organizations, academia and civil society.
Specific responsibilities during the Compact development and assessment phase include, but are not limited to, the following:
Providing leadership to the Philippines transaction team during the proposal development and appraisal process.
Exercising effective management over relevant staff, facilities and resources, including direct supervision of Associate Country Director, Program Officers and Program Analyst.
Ensuring the preparation of all materials to be presented to MCC's Investment Committee and senior management during Compact development and assessment.
Performing other duties as assigned by the relevant Managing Director.
HIGHLY DESIRED:
An advanced degree in economics, international relations, international finance or business law.
SCREEN OUT ELEMENT(S):
Experience in developing economics, especially in the Philippines.
KNOWLEDGE, SKILLS and ABILITIES/COMPETENCIES :

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for Pay Band 03 includes one year of specialized experience comparable to the GS-13 or an equivalent level, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience are:
Experience assuming key responsibility for guiding compact development and preparing for compact implementation.
Experience leading, and engaging in deal making and portfolio management.
Experience assuming the lead in managing agency relations with an eligible country and troubleshooting as necessary.
Experience coordinating activities with respect to an agency operations in a specific country, including coordinating contacts between the agency and the specific country.
Experience communicating effectively with senior level foreign government, civil society and business leaders.
Experience monitoring key strategy and policy issues and to providing management with concise analysis and recommendations.
BASIS OF RATING
Candidates who meet the basic qualification requirements for this vacancy will be rated according to Category Rating Procedures. This means that candidates will be assigned to a pre-defined quality category based on their application and veteran preference. Generally, only candidates in the top quality category will be referred to the hiring manager.
Individuals with veteran's preference will be placed ahead of other applicants within each rating category. Preference-eligible veterans who have at least a 10 percent compensable service-connected disability, and who have met the basic qualification requirements, will be placed ahead of other applicants in the highest category for all but professional and scientific positions at the GS-09 or equivalent and above.
