VACANCY ANNOUNCEMENT
The Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in health and education. To receive assistance, eligible countries are required to enter into a public agreement (Compact) with the MCC that includes a multi-year plan for achieving shared development objectives and the responsibilities of each country in achieving those objectives, regular benchmarks to measure progress, a multi-year financial plan, and a plan to ensure fiscal accountability for the use of MCA assistance.
The Department of Compact Development manages MCC’s relationship with eligible countries through the various stages of the development of the compact program, compact negotiation/signature, the establishment and start-up of the accountable entity in-country, and the pre-implementation preparations leading to entry-into-force (EIF). The Department of Compact Implementation then manages MCC's relationship with compact countries and maintains continuous contact throughout the five-year period of program implementation. In particular, the Department of Compact Implementation works closely with the country during the program's implementation through a resident country team overseas as well as and implementation support team based in Washington D.C. The resident country team has primary responsibility of overseeing compact implementation to ensure that the program achieves expected results and complies with MCC standards.

NOTES:
This position is presently located in the Department of Compact Development. This position serves as Deputy Resident Country Director (DRCD) and reports to the Resident Country Director (RCD) and Managing Director, Compact Development. As an official government employee, the DRCD is part of the U.S. country team at the U.S. Embassy, and must collaborate closely with various elements of the U.S. embassy. The incumbent will be based in Windhoek, Namibia.

THIS IS A FULL-TIME Excepted Service TERM POSITION Not-To-Exceed 5-years (The MCC has the option of extending a term appointment).
More than one position may be filled from this vacancy announcement.
Required international travel may be as low as 15% of the time, but travel in country may be as high as 50% of the time.

DUTIES:
The DRCD will help create effective relationships with relevant government officials in Namibia, with MCC Washington staff, other donors and the public and other stakeholders, as well as with other US agencies. The DRCD will work with staff at post to ensure delivery of administrative services to be provided through an International Cooperative Administrative Support Services (ICASS) agreement. The DRCD will lead the preparation of analytical, background, and public diplomacy materials, and host meetings and events, including public outreach.
Specific roles and responsibilities of the DRCD include, but are not limited to, the following:
•Oversight of Compact Implementation
•Understand the details of the MCA partner country’s Compact program activities, implementation processes and milestones, key documents and dates.
•Assist the RCD to provide oversight, feedback, and guidance to country officials with respect to the implementation of the Compact program.
•Develop and make use of all information sources, contacts, and analytical material to monitor and report to MCC Washington on Compact implementation by MCA-Namibia. Assist the RCD to coordinate with MCA-Namibia and MCC Washington to achieve the timely delivery of such reports, plans, procurement documents, approvals, and agreements as may be required for program implementation.
•Carry out such activities as may be required, in concert with the RCD and MCC Washington staff, to ensure proper implementation of MCC’s approvals and other internal control procedures, as well as to advance audit and impact evaluation efforts.
•Assist coordination between MCA-Namibia, the Government of Namibia (GRN), MCC Resident Mission, and MCC Washington on technical implementation issues, bringing to bear incumbent’s own experience and expertise as appropriate.
•Anticipate and troubleshoot potential problems (including substantive or administrative issues) and track milestones and concrete progress on Compact implementation and suggest appropriate action such as program modifications, and engage on Monitoring and Evaluation and impact evaluations.
•Perform site visits and report on Compact implementation progress.
USG Relations and Communications
•Assist the RCD to respond to inquiries from the GRN , MCC Washington, Congress, other USG agencies, and MCC stakeholders in-country;
•Support the RCD’s efforts to keep the Chief of Mission (Ambassador or Charge) informed regarding MCC activities and developments in-country. Attend and participate in the Ambassador’s Country Team meetings, as well as classified security, CODEL and other briefings for senior USG officials.
Donor Coordination and External Relations
•Develop and maintain information on other donor activities, donor and academic studies, and private sector experiences and approaches to the technical aspects of the Compact’s key sectors and activities.
•Assist with organizing public outreach and representational events in-country relating to MCC activities and Compact implementation, including helping to represent MCC in interactions with CODELs, other donors, representatives of the local business community and civil society, and other interested parties in the country.
•Prepare and clear, as requested by the RCD, briefing papers, speeches, talking points, and reports on Compact implementation and issues related to MCC activities and approaches
Office Management
•Provide day-to-day management of the staff, office and budget, in close coordination on administrative matters with relevant staff at post and/or MCC Washington, as directed by the RCD.
•Assist the RCD, as needed, with recruit of MCC Locally Engaged Staff (LES) stationed in-country, in accordance with approved MCC internal guidelines and procedures.
•Assist the RCD with managing, supervising, and reporting on MCC’s in-country presence, including procurement, staffing, budgeting, financial and asset management needs, and coordinate in-country visits by MCC staff and technical advisors.
Other
•Carry out such other roles and responsibilities and special projects related to MCC activities as may be delegated or requested by the RCD and MCC Washington.
•Formally act as the RCD when so delegated in case of the RCD’s absence and/or incapacity

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for the MC-3 level includes 5 years of experience in developing countries, either in the private sector or with an international financial institution, multilateral organization, international or local NGO, the U.S. Government or other internationally-focused entity.
