Associate Director

Millennium Challenge Corporation

The Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide grant assistance that will support economic growth and poverty reduction in eligible developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. To receive assistance, eligible countries enter into a public agreement (Compact) with the MCC that includes a multi-year plan for achieving shared development objectives, the responsibilities of each country in achieving those objectives, regular benchmarks to measure progress, a multi-year financial plan, and a plan to ensure fiscal accountability for the use of MCA assistance. MCC is listed as one of the top ten best places to work in the Federal government by the Office of Personnel Management's 2006 survey. The Department of Compact Development within MCC is responsible for working with eligible countries to develop compact proposals for funding by MCC. The Department of Compact Development is staffed with technical experts in Infrastructure, Agriculture, Private Sector Development, Monitoring and Evaluation, Economic Analysis, Fiscal Accountability (which includes Program, Financial and Procurement Management), and Environment and Social Assessment.

NOTES:

This position is located in the Technical Assessment Division in the Department of Compact Development. The incumbent of this position will serve as an ESA Director and report to the Managing Director for Technical Assessment and work closely with the Practice Lead for Environmental and Social Assessment and the Practice Lead for Social Assessment and Gender Integration.

This position may be filled as an Associate Director or Director based upon the applicant’s qualifications.

This is a career ladder position. If selected at the Associate Director level, you may be promoted to the Director level without further competition. MCC is not making a commitment and is not obligated to provide future promotions to you if you are selected. Future promotions will be dependent on your ability to perform the duties at the higher level and the continuing need for an employee assigned to the higher level.

Employment is contingent upon satisfactory completion of a background investigation, granting of a federal security clearance, and ability to pass a drug test.

Required overnight travel may be as high as 30% or more. Travel abroad, sometimes on short notice and under pressing conditions to remote areas, is required.

A one-year probationary period is required unless met during prior Federal service. This appointment requires completion of a one-year probationary period. During this time period, employee’s conduct and performance will be monitored in order to determine if employee will be retained.

DUTIES:

Under direction and guidance from the Managing Director, the Director will be assigned responsibilities that include, but are not limited to, the following:

Evaluates the risk of potential environmental and social impacts of Compact-funded projects and activities, including biophysical impacts as well as potential social impacts (including participation, gender, indigenous populations, cultural heritage, resettlement, health and safety, and social inclusion).

Evaluates the technical adequacy of project-specific analyses such as environmental impact assessments (EIAs), environmental management plans (EMPs), resettlement action plans (RAPs), and gender analyses either directly or by supervising individuals or entities who will conduct the evaluations.

Participates as a member of MCC transaction teams to provide advice and counsel during compact development on environmental and social issues related to program design, implementation plans, and monitoring of Compact-funded projects and activities.

Negotiates within transaction teams and with country counterparts on program design, work plans, budgets, and oversight mechanisms.

Where necessary, assists eligible countries in developing a plan of corrective action for implementing and monitoring social and environmental impacts of Compact-funded projects and activities.

Represents MCC to senior U.S. Government officials, representatives of foreign governments, and a variety of other stakeholders, both domestic and international.

Writes and reviews terms of reference, developing budgets, timelines and cost estimates, and conducting evaluations for procurement actions.

Manages contractors, inter-agency agreements, and other entities to ensure that deliverables and work products are acceptable.

Strengthens external partnerships to enhance attention to environmental and social issues.

Keeps abreast of current thinking, techniques, and information resources related to environmental and social/gender assessment, particularly in the context of international development.

Highly Desired:

- An advanced degree in environmental, social or natural sciences, natural resource management, economics, environmental engineering, planning or a related field.

- For the Director position, ten or more years of experience in environmental and social assessment, management and/or monitoring or a related field is preferred.

- French language skills

KNOWLEDGE, SKILLS and ABILITIES/COMPETENCIES :

Ability to communicate environmental and social assessment concepts effectively to MCC staff, stakeholders, and country counterparts, both orally and in writing.

Ability to work collaboratively and effectively within multidisciplinary teams and with domestic and international experts who represent the interests of governmental and non-governmental sectors.

Ability to draft terms of reference for environment and social assessment with affiliated cost estimates, participate in procurement evaluation panels, and/or conduct technical management of contracts.

Experience living and/or working in developing countries.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for Pay Band 03 includes one year of specialized experience comparable to the GS-13 or an equivalent level, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience are:

-Experience conducting, overseeing, or evaluating environmental and/or social/gender impact assessments or related analysis, particularly in an international context.

-Experience researching, recommending and implementing policy relating to the sound environmental management.

-Experience devising creative and effective approaches to due diligence, including rapid assessment techniques.

-Experience designing and/or managing a monitoring system for environmental and social impacts.

BASIS OF RATING

Candidates who meet the basic qualification requirements for this vacancy will be rated according to Category Rating Procedures. This means that candidates will be assigned to a pre-defined quality category based on their application and veteran preference. Generally, only candidates in the top quality category will be referred to the hiring manager.

Individuals with veteran's preference will be placed ahead of other applicants within each rating category. Preference-eligible veterans who have at least a 10 percent compensable service-connected disability, and who have met the basic qualification requirements, will be placed ahead of other appli cants in the highest category for all but professional and scientific positions at the GS-09 or equivalent and above. For this type of position veterans will be placed ahead of other applicants in the category to which they are assigned based upon rating of their application.

There may be two or three quality categories: If three, they will be Highly Qualified, Well Qualified and Qualified. If two, they will be Highly Qualified and Qualified.
