The Millennium Challenge Corporation (MCC) is a new U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. MCC Is listed as one of the top ten best places to work in the Federal Government by the Office of Personnel Management’s survey. To receive assistance, eligible countries are required to enter into a public agreement (Compact) with the MCC that includes a multi-year plan for achieving shared development objectives and the responsibilities of each country in achieving those objectives, regular benchmarks to measure progress, multi-year financial plan, and a plan to ensure fiscal accountability for the use of MCA assistance.

NOTES:

This position is located in the Division of Technical Assessment within the Department of Compact Development.

The incumbent of this position serves as the Program Officer (PO) and reports to the Managing Director for Technical Assessment. The PO performs a variety of assignments. The Program Officer is responsible for supporting multiple country transaction teams while developing Compacts, by providing timely and relevant assessment of countries’ Monitoring and Evaluation (M&E) systems. The position has key responsibility for supporting the development of M&E plans and input to all preparatory Compact Development documents. (Additional information on M&E plan development can be found on MCC’s web site). The position is expected to place strong emphasis on research, data analysis and teamwork.

This is a career ladder position. The incumbent may be promoted up to the Associate Director Level, without further competition. MCC is not making a commitment and is not obligated to provide future promotions to you if you are selected. Future promotions will be dependent on your ability to perform the duties at the higher pay band and the continuing need for an employee assigned to the higher pay band.

Employment is contingent upon satisfactory completion of a background investigation, granting of a federal security clearance, and ability to pass a drug test.

Required overnight travel may be as high as 20% of the time. Travel abroad, sometimes on short notice and to remote areas, is required.

A one year probationary period is required unless met during prior Federal service. This appointment requires completion of a one-year probationary period. During this time period, employee's conduct and performance will be monitored in order to determine if employee will be retained.

Relocation expenses will not be authorized.

DUTIES:

Responsibilities include, but are not limited, to the following:

Providing guidance to country counterparts on M&E throughout the Compact Development process in preparation for Compact Implementation.

Assisting in the assessment of private and public sector capacity to implement M&E activities in MCC countries.

Reviewing and providing comments on all documents submitted by country counterparts (e.g. proposals, concept papers, work plans, procurement plans, and Terms of Reference for studies and surveys).

Supporting negotiations with country counterparts to reach consensus on M&E plan content, which includes program logic, relevant indicators, impact evaluation designs, M&E budgets, and responsibilities for M&E plan implementation.

Working closely with sector experts within transaction teams to reach consensus on M&E plan content related to each Compact project.

Assisting Compact Development economists to calculate Economic Rates of Return for proposed programs and projects.

Reviewing project proposals against applicable evaluation literature to make investment recommendations.

If required, managing individual consultants or contractors to ensure that M&E deliverables and work products are acceptable.

Strengthening external partnerships to keep abreast of current thinking, techniques, and information resources related to M&E assessment, particularly in the context of international development.

Providing recommendations to Compact Development management, to DCD’s M&E Directors and Associate Directors, and to internal working groups led by practice leaders for performance monitoring and for impact evaluation.

Reviewing and analyzing operational documents in advance of meetings and preparing comments.

Preparing background and analysis for senior management use at meetings, external events, etc.

Performing other duties as assigned by the Managing Director

Highly Desired:

An advanced degree in Economics, International Relations, Policy Analysis, International Finance or Business.

Skill in statistical software (such as STATA/SPSS)

Proficiency in writing and speaking any of the following languages: French, Spanish or Portuguese.

SCREEN OUT ELEMENT(S):

Demonstrated ability to provide independent analysis and interpretation of performance data using advanced methods in economics, policy analysis, and/or statistics.

KNOWLEDGE, SKILLS and ABILITIES/COMPETENCIES :

Ability to devise creative and effective solutions to difficulties in monitoring and evaluating programs in poor countries with weak capacity.

Ability to work effectively as a member of a team with staff from other international USG and host country institutions.

Ability to work independently and to assume new and increasingly challenging tasks.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Pay Band 04: Qualifying experience for Pay Band 04 includes one year of specialized experience comparable to the GS-9 or an equivalent level, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are researching or analyzing established economic rate of return, monitoring and evaluating, statistical sampling and/or impact evaluation issues and methodologies; or researching and analyzing established best practices in areas related to monitoring and evaluation in order to provide advice and guidance on well-precedent issues.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for Pay Band 04 may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
