This position is located in the Office of General Counsel (OGC). The incumbent of this position serves as an Executive Assistant (EA) and reports to the senior executive assistant.

Employment is contingent upon satisfactory completion of a background investigation, granting of a federal security clearance, and ability to pass a drug test.

A one-year probationary period is required unless met during prior Federal service. During this time period, employee's conduct and performance will be monitored in order to determine if employee will be retained.

DUTIES:
The incumbent will provide administrative support to attorney staff, as assigned by the senior executive assistant of the department, to include but not limited to, managing an electronic calendar using Microsoft Outlook; serving as attendance and timekeeper for the department; preparing domestic and international travel arrangements for various levels of department staff using E-travel software, preparing Excel spreadsheets and other data input, organizing and preparing briefings and files; and performing other duties as assigned by the senior executive assistant. In addition, the position provides document preparation for the staff attorneys which include, but is not limited to: complex grant documents, schedules, annexes, workplans and budgets, as well as third-party agreements with agents and contractors Position provides direct support to senior executive assistant in preparing for board meetings and support to vice president and deputy general counsel.
SCREEN OUT ELEMENT(S):
Knowledge of how to prepare legal documents and manage them in a database.
KNOWLEDGE, SKILLS and ABILITIES/COMPETENCIES :
Ability to organize work and set priorities.
Ability to communicate effectively orally and in writing in order to interact with diverse groups and prepare reports in various formats.
Skill in operating a personal computer and various software programs to produce legal documents, correspondence, spreadsheets and reports.
Experience researching and compiling background information for meetings and briefings.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for Pay Band 05 includes one year of specialized experience comparable to the GS-7 or an equivalent level, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience at this level may include: served as a legal assistant/secretary in a private law practice of government office within the legal/judicial system; review legal and administrative documents to determine proper dispositions and handling; prepares and processes a variety of legal documents; verifies document facts and information against reference source, and verifies discrepancies with attorney(s); researches and obtains legal reference files and other sources for information/data required by the attorney(s); prepares and composes letters, memos and routine/standardized legal documents; produces with word processing software programs a variety of written documents, legal forms, correspondence requiring knowledge of legal terminology, including database management and spreadsheets.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for Pay Band 05 may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
BASIS OF RATING
Candidates who meet the basic qualification requirements for this vacancy will be rated according to Category Rating Procedures. This means that candidates will be assigned to a pre-defined quality category based on their application and veteran preference. Generally, only candidates in the top quality category will be referred to the hiring manager.
Individuals with veteran's preference will be placed ahead of other applicants within each rating category. Preference-eligible veterans who have at least a 10 percent compensable service-connected disability, and who have met the basic qualification requirements, will be placed ahead of other applicants in the highest category for all but professional and scientific positions at the GS-09 or equivalent and above. For this type of position veterans will be placed ahead of other applicants in the category to which they are assigned based upon rating of their application.
There may be two or three quality categories: If three, they will be Highly Qualified, Well Qualified and Qualified. If two, they will be Highly Qualified and Qualified.
