DUTIES:

This is an opportunity to join the team of the new United States Capitol Visitor Center (CVC). The CVC is a 580,000 square foot state-of-the art extension of the U.S. Capitol that will welcome visitors to the seat of American government. The incumbent is the Business Financial Analyst for the United States Capitol Visitor Center (CVC) and is responsible for budget and financial issues for the CVC, and the implementation of policies and formulation of programs that will fulfill the CVC's mission of security, visitor comfort, and education.

Manages the financial structure, procedures, polices and reporting systems for the CVC. Prepares and reviews documentation to support CVC fiscal operations and meet the requirements of AOC, Treasury and Congressional reporting requirements. Develops and compiles financial information that accurately reflects the CVC's business transactions in compliance with Federal generally accepted financial reporting procedures. Provides expertise and training to others on all aspects of internal financial operations for both the AOC and CVC. Develops strategies for planning and implementing financial policies, procedures, and management controls for a significant organizational component or to fulfill multi-year objectives for a program with agency-wide impact.

Develops procedures for monitoring and reporting on Point of Sale (POS) data in support of the gift shop operations in the CVC. This includes monitoring, compiling and reporting on financial data associated with revolving accounts. Advises the Gift Shops General Manager on accounting for cash and credit card transactions in the gift shops. Ensures the proper documentation and deposit of all cash and credit card receipts. Performs daily cash and credit card reconciliation. Develops and manages procedures for ensuring POS and revolving account financial data is incorporated in the AOC Financial Management System.

Establishes and manages internal controls for CVC financial operations. Prepares payment vouchers. Ensures controls are in place to account for all goods and services that are provided by the CVC both to internal customers and the public. Validates and certifies invoices for goods and services received. Monitors obligations and expenditures and takes corrective action to resolve discrepancies.

Oversees and manages the CVC's budget operations, including both budget formulation and execution. Performs administrative and analytical duties connected with the financial management and budgeting of CVC operations activities and programs. Coordinates and develops financial reports and provides program analysis on a broad spectrum of functions within the jurisdiction.

Locates, analyzes, and validates complex cost data pertaining to a wide range of programs with different modes of operation, guidelines, and requirements. Assists the CEO or Deputy CEO for Visitor Services in determining the financial condition of all projects and activities related to the operations within the CVC. This includes financial data gathering for reports, personnel and FTE cost management, identifying and resolving financial problems within the jurisdiction, coordinating all financial information within the jurisdiction, tracking status of funding execution and threshold of the jurisdiction's budgets.

In coordination with the CEO or Deputy CEO for Visitor Services, provides responses to questions from the Budget Office related to the CVC operations budget. Develops proposed appropriations language supporting new or revised program and budgetary requirements.

Performs studies and audits on control and use of funds throughout the year. Analyzes and forecasts usage of funds within an organization. Assures that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of financial management policies, procedures, and programs.

Knowledge of the federal budget process and financial management practices and procedures.

Ability to provide technical assistance and consultation on financial matters related to revolving accounts and Point of Sale (POS) operations.

Ability to gather, compile, and analyze financial and/or auditing information.

Ability to communicate in writing.

Ability to communicate effectively other than in writing.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of relevant experience are: preparing and monitoring budgets for a major organization, compiling/analyzing financial data and preparing financial reports, managing data related to revolving accounts and Point of Sale (POS) operations.

ADDITIONAL INFORMATION ABOUT THE SPECIALIZED EXPERIENCE REQUIREMENTS FOR THIS POSITION

This position will provide financial advisory support to a Federal organization that has a retail operation (gift shops). Federal budgetary experience and experience with managing financial data related to revolving accounts and Point of Sale (POS) operations are highly desired.
