DUTIES:(The duties described reflect the full performance level of this position)
This position is located in the Office of the Chief Financial Officer, Accounting Division. The incumbent of this position is responsible for providing support and oversight for the startup and ongoing financial operations for assigned accounts in support of the Capitol Visitor Center (CVC).
Serves as an expert authority on analysis and reconciliation of integrated accounts for a variety of accounting systems. Develops accounting data for presentations or reports on financial goals, objectives, and information to meet programmatic, budgetary, and management initiatives.
Applies expert knowledge of resource control functions to solve controversial problems in financial reporting and accounting systems ensuring that requirements are met in accordance with laws, regulations, and standards. Develops, evaluates, and recommends options and implements approved changes to improve accounting process to satisfy regulatory requirements, maintain adequate internal controls, and capture useful, reliable, and meaningful financial information.
Provides expert leadership in the development of innovative approaches for applying automation technology to financial and accounting programs and functions, and participates in the design, planning, implementation and use of automation to improve effectiveness. Develops and reviews Standard General Ledger (SGL) and cost management functional requirements and compares them to installed software design, capabilities, and functionality.
Participates with the Accounting Officer in making policy and decisions for long term actions and develops solutions to precedent-setting situations where work programs are newly assigned and projected account structure is unknown. Develops and implements accounting policies and standards. This includes both the automated and manual aspects and capabilities of critical existing, and proposed future, financial and accounting systems. Such features include those related to funds control, set up and reporting under the government-wide requirements of the SGL, time tracking for work management reporting, and cost management reporting for various aspects of CVC operations.
Oversees, and validates data entered into accounting systems and consolidated for a functional program. Prepares the appropriate analysis and reports to ensure compliance with Federal accounting standards, laws, and regulations. Identifies, analyzes, evaluates, troubleshoots, and resolves complex accounting and financial management control problems (such as evaluating and ensuring the adequacy of funds control methodology, certifying the integrity of financial data, and ensuring the propriety of financial documentation), and addresses and resolves deficiencies as deemed necessary.
Serves as Project Accountant for the Capitol Visitor Center. Reviews all project related cost data. Uses interpersonal skills and applies basic knowledge of contract law to the review of progress payments to ensure that such payments are proper under applicable statutory limitations. Once satisfied that payments are proper and in accordance with the contract, approves and directs the necessary contractual payments. Provides expert technical advice to AOC senior management regarding construction/consulting contracts and related funding matters. Supports project management on budget issues and communications with project oversight, including the Government Accountability Office. Works with CVC personnel to maintain the budget and plan potential expenditures.
Provides financial management support to the CVC's retail component (gift shops). Analyzes and prepares reports on financial data that involves revolving funds and retail operations.
Administers and performs difficult and complex fund control activities impacting substantive mission-oriented programs. Reviews, analyzes, and reports on various accounting functions.
Provides expert technical guidance and advice to management related to planning, coordinating, and generating a wide variety of complex cost accounting reports to support the Strategic Plans of the AOC.
KNOWLEDGE, SKILLS, AND ABILITIES:(The KSAs below may not apply at all grades)
Knowledge of accounting principles, practices, and techniques.
Knowledge of Generally Accepted Accounting Principles (GAAP), Generally Accepted Accounting Standards (GAAS), and other accounting industry regulations.
Knowledge of cost accounting concepts, principles, and methods.
Ability to apply analytical methods and techniques to identify and resolve financial and/or auditing issues.
Ability to communicate effectively other than in writing.
Ability to communicate in writing.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Grade 09: BASIC REQUIREMENTS
A. Applicants must show successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester/36 quarter hours in accounting. The 24 semester/36 quarter hours may include up to 6 semester/9 quarter hours of credit in business law. (The term "accounting" means "accounting and/or auditing". Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor".)
OR
B. Combination of education and experience--at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:
--Twenty-four semester/36 quarter hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 semester/9 quarter hours of business law;
--A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
--Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester/22 quarter hours, but that does not fully satisfy the 24-semester-hour/36-quarter-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the four-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester/36 quarter hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
ADDITIONAL EXPERIENCE AND EDUCATION REQUIREMENTS
In addition to meeting the basic entry qualification requirements, applicants must have had either specialized experience and/or directly related education in the amounts shown below. Education and experience may be combined to meet the total experience requirements.
1. The applicant must have completed two (2) years of progressively higher level graduate education leading to a master's or equivalent graduate degree when it provided the applicant with the knowledge, skills, and abilities necessary to do the work of the position.
OR
2. One (1) year of specialized experience equivalent to at least GS-7.
Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.
Grade 11: BASIC REQUIREMENTS
A. Applicants must show successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester/36 quarter hours in accounting. The 24 semester/36 quarter hours may include up to 6 semester/9 quarter hours of credit in business law. (The term "accounting" means "accounting and/or auditing".
