This is an Excepted Service Appointment. Initial appointments to the Peace Corps normally are for 30 months, but may be extended up to 5 years.
Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees.
A background security investigation will be required for all hires. Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
Medical Clearance: Peace Corps pre-employment hiring policy requires that candidates be medically cleared by the State Department medical monitoring program. Eligible family members (spouses and dependent children) are required to begin the medical clearance process prior to candidate's entry on duty. However, family members must be medically cleared before travel and/or shipping at U.S. Government expense to the assigned overseas post. Medical examinations may be performed by a family doctor, in which case Peace Corps will reimburse the candidate for reasonable and customary expenses. Alternatively, the examination may be conducted at the State Department's medical facility in Washington, D.C.

DUTIES:(The duties described reflect the full performance level of this position)
While the specific post may vary, all Peace Corps programs operate in communities that are disadvantaged. Applicants must have the ability to anticipate, plan for, and overcome challenges associated with living and working in a country under conditions of hardship where there may be resource scarcity, technological challenges, and/or infrastructure difficulties. The success of an Administrative Officer overseas will be based in the understanding that s/he is supporting a population of customers who are 100% dependent on the services provided as well as his/her understanding of and engagement in the cumulative country program.
This position is located in a Peace Corps country office ('post') overseas. The Administrative Officer (AO) is responsible for post administrative operations including budget formulation and execution, human resource management, procurement, contracts, property management, supervising computer system administration, and general services support. The AO maintains and develops responsive and effective administrative procedures and ensures there is ongoing evaluation of their effectiveness. S/he also provides technical advice and guidance to staff and Volunteers on a variety of policy and post management issues. The AO is a senior staff member of the country team actively involved in all aspects of Peace Corps operations, including programming, training, and overall Volunteer support. The AO supervises an administrative unit composed of host country national staff that typically includes a Cashier, Administrative Assistant, General Services Assistant, Driver, and Guards. Due to the location of Peace Corps posts, the Administrative Officer's work is often carried out under difficult and stressful conditions.
Oversees and manages the organization's budget operations, including both budget formulation and execution. Establishes budget policy for the organization served. Provides instruction to management officials during budget calls and other budget formulation or execution processes.
Performs liaison duties in support of an organizational program planning process. Participates in developing and implementing long- and short-range plans, procedures, and policies relating to the organization's administrative needs.
Performs tasks related to the administrative management of an organization. This includes activities such as interpreting administrative policies, developing and implementing organizational policies, defining administrative requirements, and/or providing advice to management on related issues.
The ideal candidate for this position will have experience working in the Pacific and knowledge of the culture and values of the Pacific. Successful candidates MUST possess superior leadership abilities as the AO is a senior staff member at post who sets the tone and character of the Peace Corps program in general and serves as leader, liaison, and role model for the administrative team. Strong management experience with cross-cultural groups in administrative matters is also vital.
KNOWLEDGE, SKILLS, AND ABILITIES:(The KSAs below may not apply at all grades)
Demonstrated skill in procurement/ contracting, logistics, and human resources management (preferably overseas).
Skill in providing advice and liaison support for managing administrative functions in an overseas developing country context.
Experience which led to the knowledge of multi-year budget formulation and execution using financial management and/or accounting software.
Ability to lead and supervise a diverse team of employees in order to direct and delegate work assignments and maximize the quality and quantity of services provided.
Skill in administering international volunteer programs.
Ability to use research and analysis techniques to produce budgetary and financial management reports relevant to international development work.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Grade 5: Qualifying experience for the FP-05 level includes one year of specialized experience at least equivalent to the FP-07 or GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for the FP-05 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
Grade 4: Qualifying experience for the FP-04 level includes one year of specialized experience at least equivalent to the FP-05 or GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the FP-04 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
