DUTIES:
Performs tasks in the administrative management of the organization. This may include interpreting administrative policies, developing and implementing organizational policies, defining administrative requirements, and/or providing advice to management on related issues.
Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.
Supplies financial statements and other resource management reports to operating program officials for informational and financial planning purposes.
Manages and directs the supply management program for an organization. Develops supply program objectives, plans, and policies.
Provides operational Human Resources management advisory services and program support across multiple Human Resources functions, such as classification, recruitment and placement, and/or employee relations, relative to an assigned organization. Provides guidance and direction to managers on Human Resources issues. Provides counseling to employees regarding Human Resources programs.
KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to supervise.
Ability to analyze organizational and operational problems and develop solutions.
Ability to provide advice and liaison support for managing administrative functions in an organization including human resources, budgeting/finance, and contracting/procurement.
Ability to apply analytical methods and techniques to identify and resolve financial and/or auditing issues.
Knowledge of administrative management principles and methods.
Ability to identify key policy issues and make recommendations to senior management officials.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
OTHER SIGNIFICANT FACTS:
Drug testing is required for this position. All non-DEA applicants must complete a drug use questionnaire when applying for this position.
